1935년 미국에서 태어나 게티스버그대학에서 생물학과를 졸업하고 듀크대학에서 의학박사를 취득했다. 본업은 산부인과 의사였으나 당시 미국 대통령이었던 리처드 닉슨의 금본위제도 포기선언이 계기가 되어 1974년에 정치에 입문하여 2013년까지 텍사스주 하원의원을 지냈다. 2008년과 2012년에 공화당 대통령 경선 후보였으며, 미국 《뉴욕타임스》지 세계에서 가장 영향력 있는 100인으로 뽑히기도 하였다. 현재는 자유주의를 알리기 위한 다양한 사회활동을 하고 있다. 주요 저서로는 《The Revolution: A Manifesto(2008)》와 《Liberty Defined(2012)》, 《The School Revolution: A new answer for our broken Education System(2013)》, 《The Case For Gold(1982)》 등이 있다.
