미국을 대표하는 국제정치학자. 하버드 대학교 케네디 행정대학원의 학장을 역임하였고, 해당 대학원의 석좌교수를 지냈다. 프린스턴 대학교를 수석으로 졸업한 뒤 로즈 장학생으로 옥스퍼드 대학교에서 석사, 하버드 대학교에서 박사학위를 받았다. 국무부 차관보, 국가정보위원회 의장, 국방부 차관을 지냈다. 30여 년간 역대 미국 대통령들의 멘토로서 평생 국제정치와 리더십을 연구해왔다. 국제정치는 물론 미래예측과 리더십 분야에까지 널리 활용되고 있는 ‘소프트 파워soft power'와 '하드 파워hard power' 이론을 통해 세계의 석학으로 집중 조명 받게 되었으며, 2021년 가을에는 세계적인 석학들의 목소리를 청취하는 대한민국 EBS <위대한 수업-그레이트 마인즈>의 첫 번째 강연자로 나와 ‘누가 리더인가?’라는 주제로 깊은 울림을 주었다는 평가를 받았다. 대표 저서로는 『제국의 패러독스The paradox of American power』와 『소프트 파워Soft power』를 비롯하여, 자신이 다년간 직접 경험한 미 행정부를 무대로 파워이론을 풀어낸 정치 소설 『파워 게임 The power game』 등이 있다. 2025년 5월 향년 88세를 일기로 별세했다.
