버지니아커먼웰스대학교(Virginia Commonwealth University)에서 30년 이상 보건행정학과 교수로 재직하고 있으며 1988년부터 동 대학교 대학원에서 계량적 기법을 가르치고 있다. 미국경영과학회(The Institute for Operations Research and the Management Sciences) 의료응용분과장을 2회 역임하였으며 의료경영과학 학회지(Journal of Health Care Management Science)의 초대 편집자이자, 중앙아시아 의료서비스연구 학회지(Journal of Central Asian Health Services Research)의 공동편집자이다. 현재 시스템 생산성, 기술적 효율성, 재무적 효율성과 효과성에 대한 연구를 진행하고 있으며 특히, 자료포락분석(Data Envelopment Analysis, DEA) 기법을 응용하여 병원·의원·요양시설·건강관리기구 등 여러 기관의 효율성 측정 결과를 바탕으로 많은 저술 활동과 발표를 하고 있다.
