영국의 철학자. 현재 영국을 대표하는 철학자로 손꼽힌다. 전공 분야는 미학이지만, 철학교사로서 그의 명쾌하고 정확한 교수법은 버크벡 칼리지를 그의 재임시 영국의 대표적 철학의 산실로 만들었다. “버트런드 러셀의 《철학의 문제들》 이후 최고의 철학 입문서”로 평가받는 이 책은 바로 이때 행한 강연들을 모은 것이다. 평생에 걸친 철학 연구와 교육의 공로를 인정받아 2016년 기사작위를 받았다. 1944년생으로 케임브리지대학교에서 철학을 공부하고 1972년 박사학위를 받았다. 런던대학교 버크벡 칼리지에서 미학 교수로 20년 동안 가르쳤으며, 이후 보스턴대학교 초빙교수, 미국기업연구소 객원연구원, 워싱턴 윤리공공정책센터 선임연구원, 《영국미학저널》 편집위원을 역임했다. 현재는 버킹엄대학교 인문학 연구소(the Humanities Research Institute)에서 미학과 철학을 가르치고 있다. 스크루턴은 일찍이 보수주의 사상가이자 사회운동가로 두각을 나타냈다. 1968년 파리에서 학생시위를 직접 목격하면서, 당시 마르크스주의와 포스트모더니즘으로 대표되는 반문화 운동에 맞서 서구문명의 전통적 가치를 옹호하는 보수주의에 경도되었다. 1982년 정치잡지 《솔즈베리 리뷰》를 창간해 편집을 맡으면서, “에드먼드 버크 이후 가장 뛰어난 영국 보수주의자”로 평가받았다. 냉전이 한창이던 1979~1989년에는 소련 통제하의 동유럽에서 반체제 대학들의 지하학술네트워크 설립을 후원했다. 이 때문에 한때 동유럽에서 억류·추방당했으나, 1998년 그 공로를 인정받아 체코 정부로부터 건국훈장을 받기도 했다. 지금까지 철학, 미학, 정치학에 관한 40여 권의 책을 썼으며, 주요 저서로는 《예술과 상상》 《보수주의의 의미》 《성적욕망》 《도버 해안의 철학자》 《음악의 미학》 등이 있다. 또한 플라톤의 저작을 패러디해 《크산티페의 대화》 《프뤼네의 향연》 같은 철학소설을 발표하기도 했다.
