그레이트폴스대학교 컴퓨터과학과 조교수를 거쳐 현재 고더드대학교 과학기술문화학과 교수, 오하이오 주의 실험적 연합대학인 ‘유니언 인스티튜트&유니버시티’의 핵심 교수진이다. 나사NASA와 스미소니언 국립항공우주박물관의 특별연구원으로 일했다. 사이버문화 전문가이자 활동가 겸 《사이보그 핸드북》(1995) 편집자. ‘사회적 책임을 다하는 컴퓨터 전문가 모임Computer Professionals for Social Responsibility’의 회원으로서, 이 모임에서 설립한 ‘무기와 평화 특별자문위원회the Weapons and Peace Working Group’의 의장을 맡는 등 실천적인 지식인으로 활동하고 있다. 저서로 《포스트모던 전쟁: 새로운 갈등의 정치학Postmodern War: The New Politics of Conflict》(1997)과 《평화, 전쟁, 컴퓨터Peace, War and Computers》(2004) 등이 있다.
