This is a report of the first joint, large-scale US-Soviet studies of public opinion to employ Western standards and methods of survey research. These studies shed light on deep-seated and continuing problems of institutional legitamacy, widespread economic discontent and surging nationalism, providing insight into the downfall of the USSR and the challenges now facing the former Soviet republics.
