Public health is a core element of governments' attempts to improve and promote the health and welfare of their citizens. Although the core areas of public health are generally understood, it is difficult to address this issue.This document provides information on the development of nine essential public health functions (EPHFs) that will clearly define the core areas of public health work. These EPHFs were tested through the use of three country case studies in Fiji, Malaysia and Viet Nam. It is hoped that the EPHF concept presented here will help countries in the development of a comprehensive and sustainable approach to public health.
