1960년 12월, 20개 국가들이 조약을 맺어 창립한 국제 기구. 개방된 시장 경제와 다원적 민주주의라는 가치관을 공유하는 국가들의 경제사회정책 협의체로서, 각 부문별 정책 방향을 모색하고 회원국들간의 정책을 상호 조율함으로써 공동의 번영과 안정을 도모하는 것이 창립 목적이다. 2002년 현재 우리 나라를 포함 30개 국가들이 가입해 있다.
